pilot program is slated to begin in Hillsborough County and may become a statewide initiative, according to Don Murray, Florida's executive director for MADD.

The plan: Recruit 20 volunteers armed with donated cell phones and send them out in the middle of the night to watch for telltale signs of drunk drivers.

MADD has worked closely with the Hillsborough County Sheriff's Office, so Murray suggested to other MADD members that the pilot program begin here.

Murray envisions a program that will pair up community members who are willing to go through a screening process, including a criminal background check and an interview to ensure that those going out on the streets have proper training and experience.

He wanted to make it clear that volunteers will not be acting like law enforcement.

"This isn't like a vigilante program," he said. "They won't be attempting to stop or in any way interacting with these vehicles. They're basically just observers."

Volunteers will go out in teams. They will drive their own vehicles and take GPS equipment, so they'll be able to find their way through unfamiliar areas for two to four hours of searching, Murray said. They'll be told ahead of time of the sometimes-subtle clues for drunk drivers, such as driving under the speed limit or lingering too long at a green light, Murray said.

"We certainly don't want our observers to be calling erroneous reports in," he said.

If participants spot a suspicious driver, they will jot down the license plate, a vehicle description and a location and notify the Sheriff's Office. It's up to the deputy to check out the vehicle to determine whether an arrest is appropriate, Murray said.

The program was Murray's idea, he said, inspired by worries of what potential budget cuts could do to law enforcement's DUI teams.

"They'll likely lose officers from the road," he said. "We were looking ahead to try to see what our organization can do."

Hillsborough sheriff's Cpl. Stephen Decatur said the program is just a formalized process for what already happens everyday: People call law enforcement when they see something suspicious.

An Iraq war veteran reflects on the Sept. 15 march
‘The first time I put on that uniform I hoped I would wear it with honor. On Sept. 15, I finally did.’

On the morning of Sept. 15, I held in my hands a uniform that was issued to me nearly five years ago.

I remembered the first time I held it, wondering if I would ever wear it home, wondering if it would be stained by blood or shredded by bullets. It looks much different now than the first time I put it on—it is faded from 12 months of desert sand and sun. The elbows and knees are worn from lying in the street. The boots are tattered from kicking down doors and walking over cities of rubble. As I put it on for the first time since I returned from Iraq, I finally felt as if I was putting it on for a purpose.

For so many years, that uniform has not stood for justice and freedom. It is the uniform that the Iraqi people saw stomp through their towns. It is the uniform that drove humvees and manned machine guns. It is the uniform that dragged people from their homes and interrogated them in prison camps. But on the streets of Washington, D.C., the uniform took on new meaning.

It was no longer worn with the intention of fighting for the government, but fighting against it. For me, and for my brothers and sisters in Iraq Veterans Against the War, the uniform that once symbolized fear and destruction would now be worn in the spirit of justice and resistance.

In March of 2003, our government ordered us to put on that uniform, march into a foreign land and take it from those who lived there. On Sept. 15, we put on that same uniform to march to the Capitol and face those who sent us to war.

A significant factor in ending the war in Vietnam was the ability of protesters and GIs to strike fear in the heart of the government. Countless citizens and soldiers threw their bodies into the gears of the war machine, and made the ruling class realize that instead of fighting their war, we would fight them.

This war will end when the government begins to fear the masses—when the army they sent to spread imperialism becomes the army that marches to their offices and charges through the police barricades.

The first time I put on that uniform, I hoped I would wear it with honor. On Sept. 15, I finally did. I could finally do something right while wearing it. The nearly 200 people arrested on that day—many of whom were Iraq war veterans—showed the government that we will do more than just march.

We will defy them at every turn; we will not fade away, but only grow in numbers and intensity. The longer this war rages on, the more we will resist and the more we will sacrifice.

Wearing that uniform at the steps of the Capitol, I knew that the most important action that I could do was to advance towards the barricade, and help light the spark that will empower people to stop this government.

For the first time, that uniform was worn fighting a just war. When I emerged from jail that night, I saw hundreds of cheering supporters outside. Then, I knew that sooner or later we will win this war against imperialism. And I have never felt prouder wearing that uniform.

In fact, one could look upon that time as when THIS family started taking over. The ones hauled away were typical benevolent type politicians and tehn this new set? Well, all I can say is I could see some lakes back in the nineties. Now, I've forgotten where MOST of them are AT. Howbout yall??
People keep trying to tell me that the one-tiome mayor (for a few days, anyway) cheney has NO connection to the WhiteHouse.
Oh yea? THEN WHY has Tampa 'become such a player'?? hmmmmm??

And, if you don't believe those strings are being pulled through every relative of MOST city and county employees and even further then I invite you over to my home for a screeing of what these evil bastards have done to my family ALONE.

The judges may not even KNOW it. But, I know for a fact that some of them DO. And, so do yall. These other scungy assholes, prosecuting and PUBLIC DEFENDING AND Defense attorneys in Florida are all riding around in the same golfcarts sipping from each others' dirty martinis.
STILL, there is justice to be had. FILE LAWSUITS.
That's not the honest justice you'd expect but in unexpected places the decency wsill surprise you.

Chicago video surveillance gets smarter By DON BABWIN, Associated Press Writer

CHICAGO - A car circles a high-rise three times. Someone leaves a backpack in a park.

Such things go unnoticed in big cities every day. But that could change in Chicago with a new video surveillance system that would recognize such anomalies and alert authorities to take a closer look.

On Thursday, the city and IBM Corp. are announcing the initial phase of what officials say could be the most advanced video security network in any U.S. city. The City of Broad Shoulders is getting eyes in the back of its head.

"Chicago is really light years ahead of any metropolitan area in the U.S. now," said Sam Docknevich, who heads video-surveillance consulting for IBM.

Chicago already has thousands of security cameras in use by businesses and police — including some equipped with devices that recognize the sound of a gunshot, turn the cameras toward the source and place a 911 call. But the new system would let cameras analyze images in real time 24 hours a day.

"You're talking about creating (something) that knows no fatigue, no boredom and is absolutely focused," said Kevin Smith, spokesman for the city's Office of Emergency Management and Communications.
(and with all the above isn't Chicago still the murder capitol of the UNITED STATES or is that Miami, or even TAMPA??? well, you'd never find out if you're depending on our crime stats as issued by the Tampa Police Dept and averred by the Florida Dept. of Law Enforcement)

For example, the system could be programmed to alert the city's emergency center whenever a camera spots a vehicle matching the description of one being sought by authorities.

The system could be programmed to recognize license plates. It could alert emergency officials if the same car or truck circles the Sears Tower three times (DONT GET LOST IN CHICAGO, motherfuckers) or if nobody picks up a backpack (picnic basket, sleeping baby) in Grant Park for, say, 30 seconds.

IBM says this approach might be more effective than relying on a bleary-eyed employee to monitor video screens. "Studies have shown people fall asleep," Docknevich said. (what studies???)

It is unclear when the system will be fully operational. Existing cameras could be equipped with the new software, but additional cameras probably will be added as well, Smith said.

"The complexity of the software is going to define how quickly we are able to do this," he said.

Chicago's announcement comes as it is vying to bring the 2016 games to town. A purportedly security-enhancing surveillance system is something city officials could trumpet to International Olympic Committee. (oh I guess NOW we know why so many incidents at the olympic games --- the big setup for the need for security if you want 'the games'. AND, good ol Tampa already put in a bid (wasn't this brian blair, again?? He put in a bid for the swimming portion of the Olympics DESPITE the fact that we have no fucking pool to accomodate same ..>LOLOLOLOLOL BUT ... I bet by the next go-round we'll have this point and shoot camera system)

"The eventual goal is to have elaborate video surveillance well in advance of the 2016 Olympics," said Bo Larsson, CEO of Firetide Inc., the company providing the wireless connectivity for the project.

Neither Smith nor IBM would reveal the cost of the network, but Smith said much of it would be paid by the Department of Homeland Security. (yeah, NO SHIT?? YA THINK????????) The cost of previous surveillance efforts has run into the millions of dollars. Just adding devices that allow surveillance cameras to turn toward the sound of gunfire was as much as $10,000 per unit. (let's check the homeless stats and children living in cars numbers in chicago before we move on)

Some critics question whether such systems are effective and whether they could lead to an unwarranted invasion of privacy. (well, derrrr)

Jonathan Schachter, a public policy lecturer at Northwestern University, said there are no studies that show cameras reduce crime. And the idea that placing cameras near "strategic assets" would prevent a terrorist attack is "absurd," he said. I'm likin me some Jonathan.....................

Ed Yohnka, spokesman for the American Civil Liberties Union of Illinois, said he was concerned that more cameras and more sophisticated technology would lead to abuses of authority.

"It is incumbent on the city to ensure that there are practices and procedures in place to sort of watch the watchers," he said.

Yes, expecially considering the watchers will likely be police and firemen --- KNOWN THIEVES AND CRIMINALS. Who will watch these criminals??
