Tampa Raps School District Over Gary Collapse

TAMPA - The city council vented its frustrations Thursday at the partial collapse of the landmark former Gary Adult High School building, laying at least some blame on the Hillsborough County School District, which sold the vacant property to a developer.
"You have a school system with billions of dollars and it couldn't board up windows?" council Chairman Tom Scott said. "We've got to hold somebody accountable."
But city officials say figuring out how to do that is a knotty problem involving the city and county, their code enforcement divisions, state law and property owners.
The council asked the city administration to report within 60 days on steps it can take to protect at-risk historical structures and whether an emergency fund can be established to pay for shoring up crumbling buildings. That could include discussions with school and county officials.
"We would be happy to sit down and talk with them about it," school district spokeswoman Linda Cobbe said.
Last week's cave-in is regrettable, she said, but the district could not put money into a school it was going to close. School officials say they spent about $20,000 in 2006 for tarps to stop leaks.
The brick building, 3610 E. 10th Ave., was built in 1913 to serve the once-rural community of Gary, near Ybor City. It was an elementary school until 1979, reopening as an adult high school.
John Simon paid about $331,000 for the property in 2007, about two years after the school district put it on the market. Simon wants to develop it as a sports center; the council is scheduled to consider rezoning the property Oct. 23.
City Attorney Chip Fletcher said meetings between city code enforcement and preservationists had been ongoing before the collapse to find a solution to the Gary building's problems and craft an ordinance dealing with "demolition by neglect."
He cautioned the council about prejudging the situation.
Much of the structure's western wall crumbled when the roof caved in, leaving bricks, glass and beams scattered in the yard. A special hearing master ordered Simon to submit an engineering report on whether the building can be saved and at what cost. The city also is completing its report.
Simon was cited in May for code infractions related to building repairs. He pleaded not guilty and will appear before the code enforcement board Aug. 27.
Councilwoman Linda Saul-Sena said she tried repeatedly in the past five years to get school officials to make repairs and bolster the building.
"It just hurts your heart," Saul-Sena said. "Tampa doesn't have that many historical buildings left."
In 2006, the council approved a law to stop exempting county and school board properties from city code enforcement, specifically responding to the Gary building's rundown condition. It is not clear whether the law was written into city code, but it is at odds with state law.
"We cannot directly enforce our code on them," Fletcher said.
Scott said something has to be done. "I have a problem with government when they hammer private citizens yet government is allowed to get away with murder," he said. "It's a double standard. We shouldn't allow that."

How can the City Council complain about demolition by neglect when they are essentially doing the same thing with the Centro Espanol building on Howard Avenue in West Tampa?

Ummm... unless I'm way off, is the CITY OF TAMPA code enforcement division responsible for checking the Gary site? If the school board bought tarps in 2006, that might have clued someone in to the fact that maybe, just maybe, there might be some code violations.
The City of Tampa is ONCE AGAIN trying to lay the blame for this at everyone else's feet but thier own.

Demolition by neglect is only the tip of the iceberg regarding our local feel-good throw-away plastic culture which has no respect for itself, or its own history. EDUCATION is needed on every level on a broad array of topics--historic preservation, mass transit, smart growth, quality of life, the list is endless.
But how can we give folks a computer who are still hunting with spears? (that's a metaphor)
Tampa is truly in the Dark Ages.

Sinkhole snarls Tampa intersection
TAMPA -- A 3-foot sinkhole has prompted officials to block off a section of road at 131st Avenue and N Ola Avenue. The Hillsborough Sheriff's Office is directing traffic around the area as they await county maintenance workers to help determine a course of action for repair.

Pinellas paramedic arrested on crack cocaine possession charge
ST. PETERSBURG -- A Pinellas paramedic has been suspended from his job after his arrest this weekend on a charge of possessing crack cocaine.
Alvin P. Natal, 54, a paramedic for Sunstar, was arrested Sunday on a charge of cocaine possession. A St. Petersburg police officer pulled Natal over Sunday afternoon after he made an illegal right turn in the area of 18th Avenue S and 34th Street, police reports state. Natal told the officer he had crack cocaine in his car and handed over one piece of crack, reports state. Natal told the officer he had bought the crack cocaine for $10 to feed a once-a-week habit, reports state.
Sunstar officials issued a statement saying they had suspended Natal after his arrest. He is the second Sunstar paramedic to be arrested on a felony charge in the past month. On July 2, paramedic Patrick Livingston, 38, was arrested on a sexual battery charge.
Livingston is accused of assaulting a female patient en route to the hospital, arrest reports state.

The Sheriff's office. That's Jim Coats on the right who I keep wondering but NO ONE ever tells me ... is he related to RUSTY COATS recently wed to janet Weaver from TBO.COM and Rusty himself in charge of Channel 8 news. Hillsborough fire chief intends to sue Pinellas sheriff
It's no secret there's rivalry and tension between cops and firefighters, but wrongful arrest lawsuits between the two camps don't happen often.
Now, Hillsborough County Fire Chief William Nesmith (left in photos) has given notice that he intends to sue Pinellas County Sheriff Jim Coats (right). Nesmith alleges that his March arrest stemming from an argument with his wife wasn't justified.
Deputies arrived at Nesmith's Pelican Cove condo in full-on crisis mode in response to a domestic disturbance call. According to records, Nesmith had accused his wife of "whoring around" and threatened to shoot her and himself.
"She's whacked," Nesmith responded in an incident report at the time. "I'm the Hillsborough County fire chief for crying out loud." (if you said that aloud in any local bank they'd give you the vault and go face down on the floor !!! These guys are POSTAL)
A semiautomatic pistol was found in Nesmith's county-issued vehicle, for which he was suspended for two days. But prosecutors decided not to charge Nesmith with aggravated assault, saying he didn't have a weapon on him or in the apartment, so it was impossible for him to immediately carry out any kind of threat.
"My client was arrested and publicly humiliated by the Pinellas County Sheriff's Office when his neighbors were evacuated, the SWAT team surrounded his apartment, and he was handcuffed and arrested without arguable probable cause that any criminal act had been committed," wrote Nesmith's attorney John H. Trevena to Sheriff Coats in a letter declaring pending legal action.

Not long back I honored Fire Thief Nesmith and his henchmen (i mean firemen) with NATIONAL STALKING WEEK.

Congratulations, Chief Thief. I'm sure you'll use the proceeds from your lawsuit to put a down payment on that stalking and battering school for incoming fire stalkers in Tampa. Once they get their b's from Jefferson or their GEDs from where eva .... straight to fireman stalking schood.

I'm pretty sure that one that got arrested on Himes for beating his pregnant girlfriend was grocery shopping with the other firemen the other day.
