County Asks For Ideas Spending Federal Aid

TAMPA - Hillsborough County commissioners will take public comments Thursday on how to spend a $19.1 million federal grant to buy and redevelop foreclosed properties.
The money comes to the county through the Neighborhood Stabilization Program, part of a broader housing recovery act passed by Congress this year. Florida is fourth in the nation in the number of foreclosures since last year.
The U.S. Department of Housing and Urban Development issued broad guidelines on what local governments are to spend the money on, including buying and rehabilitating or selling abandoned and foreclosed homes. Grantees must use 25 percent of the funds for purchase and redevelopment of homes for individuals whose incomes do not exceed 50 percent of the area median income.
All funds must benefit low- to moderate-income people with incomes not exceeding 120 percent of the area median income.
The county must decide how to spend the money by Dec. 1.

The guidelines seem quite specific why not just follow them? Use 25% of the funds to purchase first abandoned and then forclosed homes. Use another 25% to rehab them so they are again livable and use the remaining 50% of the funds to gaurintee the payments for low to moderate income people so they can get financing to buy the houses. And just to be safe, make the people involved in this project donate their time rather than managing the project for somekind of compensation, and do not use anyone's relative or friend or future owner to do the rehab work, and get the houses sold quickly 6 to 9 months max. AND pick a local bank to manage the sales with the gaurantee that they will use the funds they hold from the project to rehab and sell more foreclosed homes in the area so the process perpetuates itself.

RobKay you misread the article. 25% of the funds must be used to help people whose income is less than 50% of the median income of the area. The rest can be used to help people who earn no more than 120% of the median income of the area. All funds must be used to purchase and redevelop abondoned and forclosed housing.However you are correct, I think the people who will benefit should be involved in the redevelopment.

The Commissioners want to know?I and others do not understand. We all know and have seen this scenario before. The "Merry 5" Jim Norman, Brian Blair, Ken Hagan, Kevin White and Al Higginbotham will do whatever they want. We all know as well intentioned and non-believers go and offer worthwhile suggestions to the Commissioners. The "Jim Norman Sports Park will probably need lights and we have yet to hear about what developers will want them to do and maybe there is a "Brian Blair Memorial Park" in the wings, although his and Hagan's days are numbered. Probably just a small park.

What this area needs is SAFE affordable housing. I work with single parents looking for housing and in order to afford something they have to put their children and themselves in with the crime and druggies. Funny how you can get housing taken care of if you are likely to destroy the neighborhood but not if you are willing to work yourself into something better. We have moved women out of housing that were paying full rent because of the gun fire, drugs and crime for the people that pay say $26.00 for a three bedroom. Invest this money in people willing to do better for themselves and let the crime and drugs live on the streets. At one time in Fl. you could find SAFE affordable housing, today it is impossible.

Another thing since it is obvious that distribution of govt. funds is unfair, for every minority they help, a white person should be helped as well. I can send a minority for help with the exact same scenario as a white woman and depending on where they are sent one or the other will not get help on the same day.It does zero good for a community to deny one and help the other one, it has made some charities say no to minorities and some say no to white people. The problem of housing is not just a minority issue nor is it just a white issue. Interesting they had this all worked out before they asked the community to help, guess helping the all minority neighborhoods caught some flack!
