The Legislature has moved a step closer to giving cash-strapped King County permission to impose taxes to maintain sheriff's patrols and roads outside cities, and keep Metro Transit buses rolling.

Under a bill endorsed Friday by the House Finance Committee, the Metropolitan King County Council could impose a utility tax in unincorporated areas and a countywide property-tax levy without a public vote.

"This is really the first glimmer of hope for the counties, I think," King County Prosecuting Attorney Dan Satterberg said before the Finance Committee approved the bill, SB 5433, which would authorize new taxes and give the county more flexibility in spending other taxes.

MADRID, – A Spanish court has agreed to consider opening a criminal case against six former Bush administration officials, including former Attorney General Alberto Gonzales, over allegations they gave legal cover for torture at Guantanamo Bay, a lawyer in the case said Saturday.
Human rights lawyers brought the case before leading anti-terror judge Baltasar Garzon, who agreed to send it on to prosecutors to decide whether it had merit, Gonzalo Boye, one of the lawyers who brought the charges, told The Associated Press.
The ex-Bush officials are Gonzales; former undersecretary of defense for policy Douglas Feith; former Vice President Dick Cheney's chief of staff David Addington; Justice Department officials John Yoo and Jay S. Bybee; and Pentagon lawyer William Haynes.
"The charges as related to me make no sense," Feith said Saturday. "They criticize me for promoting a controversial position that I never advocated."
Yoo declined to comment. A message left at the 9th Circuit Court of Appeals in San Francisco where Bybee is now a judge was not immediately returned. A message left at Chevron Corp. in San Ramon, Calif., where Haynes reportedly works as an attorney was not immediately returned.
Spanish law allows courts to reach beyond national borders in cases of torture or war crimes under a doctrine of universal justice, though the government has recently said it hopes to limit the scope of the legal process.
Garzon became famous for bringing charges against former Chilean dictator Augusto Pinochet in 1998, and he and other Spanish judges have agreed to investigate alleged abuses everywhere from Tibet to Argentina's "dirty war," El Salvador and Rwanda.
Still, the country's record in prosecuting such cases has been spotty at best, with only one suspect extradited to Spain so far.
When a similar case was brought against Israeli officials earlier this year, Foreign Minister Miguel Angel Moratinos assured his Israeli counterpart that the process would be quashed.
Even if indictments are eventually handed down against the U.S. officials, it is far from clear whether arrests would ever take place. The officials would have to travel outside the United States and to a country willing to take them into custody before possible extradition to Spain.
The officials are charged with providing a legal cover for interrogation methods like waterboarding against terrorism suspects at Guantanamo, which the Spanish human rights lawyers say amounted to torture.
Yoo, for instance, wrote a series of secret memos that claimed the president had the legal authority to circumvent the Geneva Conventions.
President George W. Bush always denied the U.S. tortured anyone. The U.S. has acknowledged that Khalid Sheikh Mohammed, the self-described plotter of Sept. 11, and a few other prisoners were waterboarded at secret CIA prisons before being taken to Guantanamo, but the Bush administration insisted that all interrogations were lawful.
Boye said he expected the National Court to take the case forward, and dismissed concerns that it would harm bilateral relations between the two countries.
He said that some of the victims of the alleged torture were Spaniards, strengthening the argument for Spanish jurisdiction.
"When you bring a case like this you can't stop to make political judgments as to how it might affect bilateral relations between countries," he told the AP." It's too important for that."
Boye noted that the case was brought not against interrogators who might have committed crimes but by the lawyers and other high-placed officials who gave cover for their actions.
"Our case is a denunciation of lawyers, by lawyers, because we don't believe our profession should be used to help commit such barbarities," he said.
Another lawyer with detailed knowledge of the case told the AP that Garzon's decision to consider the charges was "a significant first step." The lawyer spoke on condition of anonymity because he was not authorized to talk to the media.
There was no immediate comment from Garzon or the government.
The judge's decision to send the case against the American officials to prosecutors means it will proceed, at least for now. Prosecutors must now decide whether to recommend a full-blown investigation, though Garzon is not bound by their decision.
The proceedings against the Bush Administration officials could be embarrassing for Spanish Prime Minister Jose Luis Rodriguez Zapatero, who has been keen to improve ties with the United States after frosty relations during the Bush Administration.
Zapatero is scheduled to meet President Barack Obama for the first time on April 5 during a summit in Prague.

My wife and I took the Coast Guard safety course last summer and we learned about filing a "float plan" and to NEVER tie the anchor line to the transom. When I read this, I realized how avoidable this tragedy was. The sea is unforgiving.

The anchor they showed on Tv is the cheapest anchor to buy and one of the hardest to remove from the bottom. There are better ones for easy anchor easy remove. Sounds like lack of experience with a boat caused the mistakes.

Tragic to lose 3 lives over boating basics. The craft looked in pics to have shallow transom freeboard in the first place, regardless of anchoring. Add a likely following sea that night and even with cutting the anchor you have potential swamping.

Worried about a $100 anchor in very choppy waters ? 4 guys/$25 each After boat flipped Schuyler cut the anchor line w/propellor, odd if there was no slack & boat was upside down. Anchor and bodies never found....

Inexperience was the only reason this loss of life happened. first off to break you anchor loose you only need put the boat in gear and run up past the anchor. the bow is much stronger than the transom or gunnel and your heading into the sea. GD Luck

Had all 4 lived, only Cooper/owner/operator would have been charged. Totally his responsibility to know how to operate the boat safely. I hope Schuyler is seeking psychological help to lesson the chance of life-long trauma. PTSD is a heavy burden.

ALLENTOWN, Pa. – The Pennsylvania Supreme Court has overturned likely hundreds of juvenile convictions issued by a corrupt judge.
The high court on Thursday voided the convictions of many youth offenders who appeared before former Luzerne (loo-ZURN') County Judge Mark Ciavarella (shiv-uh-REL'-uh) from 2003 to 2008.
Federal prosecutors charged Ciavarella and another judge with taking $2.6 million in payoffs to put juvenile offenders in private lockups.
The judges pleaded guilty to fraud last month and face sentences of more than seven years in prison.
The juveniles whose records were expunged were low-level offenders who appeared in Ciavarella's courtroom without lawyers.

This guy doesn't sound like he was REALLY a murderer .. yet four men PLUS HIMSELF are DEAD.
The underlying problem, as I see it .... he couldn't support himself AND comply with the rules of his sentence. I wonder what the violation of parole was that sent him back to prison for a short stretch??

Sad Deaths of Police AND the suspect

UPDATE: The fourth officer was declared dead earlier but now there is some backpedaling because apparently he's being kept on life support; pending organ donation decisions.

This is just sadder and sadder. Now FIVE grieving families. And still they won't stop the meth. Killing everyone in it's path, even eventually, the profiteers and hiders.


this is just getting out of hand ... but I FIRMLY believe that corruption within the police depts across the United States and elsewhere is what drives this unnecessary violence.

Three police officers dead, one in grave condition, a dead suspect and a neighborhood which is probably all too used to this type of stuff.

AND if you could count on a cop to ALWAYS be ENFORCING LAWS rather than BREAKING THEM you wouldn't have people killed in the line of duty because EVERYONE would be living within our fairly reasonable laws and would know one guy from another.

Henry Saavedra and the tampa hi-jinxists

Knowing Henry personally I can't even say whether he'd stand up for ME or not if the shoe was on the other foot. Maybe not. But maybe. I'll give him the benefit of the doubt.

There is NO damned way that Henry was derelict in his duty to the holier-than-thou Tampa Sports Authority. NO WAY !!!!!!!!!!!!!! If anything, he is extrasuperlative in his attention to detail and rarely misses a beat the many times I have observed him in action. Maybe never. Maybe he never misses a beat. That's ... saying something coming from me. I'm one of the FEW people I know who almost never misses a beat. Unless I do so on purpose working things out. Henry ... he's on top of stuff.

As you might remember, although I kept his name out of the blog I disagreed VEHEMENTLy with Henry *spokesman and executive director of the Tampa Sports Authority* over the 'patdowns' at the stadium. I phrased it as being in disagreement with the 'sports authority' in deference to the esteem I have for Henry. So .. calling a spade a spade is what I do. Don't give a damn ... I'll speak my mind. And, I want you to, as well. EVERYONE. Speak your mind.

But none of that service meant a thing to a cabal of six board members who went after his head with a list of dubious charges the would be the envy of Dick Cheney making paper airplanes out of the Constitution.
For example, Saavedra was accused of not alerting the board in a timely fashion of the collapse of the financial firm Lehman Brothers, which handled investments for the agency, even though the investments had been handled, not by Saavedra, but by Hillsborough County money managers. As well, didn't any of the TSA board members bother to follow news accounts of Lehman's woes? It's not as if this was a big secret.
But perhaps the most bizarre allegation against Saavedra was that he violated Florida's public records laws — by giving two reporters, Channel 10's Mike Deeson and the St. Petersburg Times' Janet Zink, public records they requested concerning the use by board members of the TSA's skybox for the Super Bowl.
Uh, wouldn't this be a bit like canning a priest for saying Mass?

Wow. THIS IS SO OBVIOUS.
I know that Patrick Manteiga used to be on the board of the TSA .. maybe his term expired. I forget EXACTLY how that works but I think most of these guys are political appointments. The reason I mention Patrick is that with him gone that would have been a key vote. FOR HENRY. The vote was six to five leaving five VERY upset people. And six folks who OBVIOUSLY COLLUDED outside the Florida Sunshine Laws (because obviously they have NO respect for these silly damn laws) and went behind Henry's back and shanked him.

I hope three things: First of all let me preface these remarks with the admission that believe it or NOT, I'm not stupid .. I know that many of these folks are laughing at or angry with me over me not just rolling over and allowing them to steal more from our family. They've gotten enough. They'll learn. When they come .. come with decency and self-respect. Because some of these folks are NOT bad people. They are easily convinced to conspire in pushing others around, perhaps not quite wittingly.

Now, on to my three hopes:

a. Let this be the TIP that allows people to see that while they're trying to screw over good people LIKE MYSELF I'm not so stupid I'm worried about myself and not keeping an eye on the big picture. The big picture is that they're involved in a really bad game of survivor and if people getting screwed over such as Bill Poe and other former Tampa leaders and now Henry a man whose rightful place has always been assured. I see things happening to them that I don't discuss nor reveal because ... well, I've noticed if they gang up against me their own situation improves a bit. I know they have to get this in the back of their minds. Maybe denial.

b. my second hope: Please folks go down that list of foks you consider friends with this new perspective and RETHINK IT. Look at the current leadership in Tampa and the DRIVING NEED to be on EVERY BOARD making every decision. I'm beginning to wonder what Lex Salisbury did to someone or who they wanted in THERE because the same things started happening to him as did around MY house ... the animal control was the teller. HMMMM. Anyway .. you take a good hard look at those folks. And remember! The only way people get pushed around is that each person who would say, KNOCK THIS OFF!!! stands back for their own safety. Despite the fact that they MUST KNOW that eventually it's their turn or their child's turn, whatever.

c. Third hope: BOB BUCKHORN .. get Barry and sue the snipe out of these self-righteous, conniving, collusive, WHINING, control-freaking ASSES

Given that NOT SO LONG ago they went after Barry Cohen himself with some flimflam bunch of lies. Still I guess that's better than being RUN OFF THE INTERSTATE by the Jason(s), the Sheriff's dumptruck developer friends and their assorted hirelings. All because of the NEW people wanting to take over Tampa with some long-term Tampa people cooperating, sometimes unaware until the trap door opens under THEM.

This might come as something of a shock to the six board members who voted to accept Saavedra's under duress resignation — chairman Vin Marchetti, Hillsborough County Commissioner Jim Norman, Andrew Scaglione, Tony Muniz, Mark Proctor and Tampa City Councilman Tom Scott — but TSA documents are a (ahem) public record one need only ask to see to have access to them.
These aren't the nuclear codes, folks.
Five members, Tampa City Councilwoman Mary Alvarez, former councilman Bob Buckhorn, Frank DuBose, Kalyn Brandewie and Johnny D. Page, who has served on the TSA board since Red Grange wore a leather helmet, all voted against Saavedra's resignation.

Henry might not even think this is that big a deal but I HOPE he does.
