ST. PETERSBURG — The buildup of personal belongings of 100 homeless people living under the Interstate 375 overpass along 15th Street N has forced the city to issue a 36-hour removal notice.
An ordinance passed within the last year requires public property and right of ways to stay clear of private belongings, said Gary Bush, operations manager for the city's code department.
The notice cites Section 8-321 of the city code, according to a sign placed on the site Tuesday morning. The deadline for removal is 9 tonight.
"It's excessive," Bush said, referring to the group gathered on 15th Street N between Fourth and Fifth avenues N.
"We just started seeing accumulation. It's things they can't carry around like mattresses," he said.
Bush said the city wants the homeless who sleep at the site to use the St. Vincent de Paul storage facilities, next to the affected property.
But Patricia Waltrich, executive director of St. Vincent de Paul, which serves 200 homeless people per meal, said that most of the facility's 192 storage bins are occupied.
"It's rare that we have any open bins," Waltrich said.
She said the 40-foot storage trailer is monitored by a St. Vincent de Paul staffer and allows homeless people to retrieve or store their belongings from 4 to 6 a.m. and 5 to 7 p.m. daily.
Also strapped for space is the sleeping area, which doubles as the St. Vincent de Paul dining room. Waltrich said that about 57 homeless people sleep there every night, just shy of the 60-person capacity.
"We're kind of an all-purpose, but you can only do what you can do," Waltrich said.
Tom Weaver, 63, has noticed.
Weaver said he was laid off by American Steel three months ago and has since slept on the concrete under the I-375 overpass.
He said the instructions to move are unnecessary.
"(The notice) says move from the public right of way, (but) the only ones who come over here is the homeless," Weaver argued. "There ain't nobody walking through here."
He also said his First Amendment right was violated after he made a sign for passing traffic that inquired why the homeless can't sleep on the sidewalk, but officers returned and told him he couldn't display it.
Dominick Marchese, 44, said he worked at the Oldsmar Flea Market before becoming homeless in March and is now searching for answers.
"Where am I going to go?" Marchese asked. "We're just waiting, trying to get into Tent City," or Pinellas Hope, a temporary outdoor shelter.
With no place to go, Weaver said that any action taken by the city besides allowing them to stay where they are will not be welcomed.
"We're human, for crying out loud," he said. "And hell is going to break loose if they throw all these people's stuff away."

Obviously these people or many of them have mental disorders... CHUCK! Anyways it's not always as easy as some thing to get "help" welfare, food stamps or whatever. Many are turned down.

...and we shouldn't just accept that they ruin our sidewalks and parks with their dereliction. We all have a stake in making our community livable and these bums aren't holding up their end of the bargain. Throw em in jail and then out of town.

CC,Nic-there are tax-funded programs for mentally disabled people too. These folks just refuse to get help or give up the booze and drugs. I'm not saying we can't offer them a litte compassion, but let's not pretend they're innocent victims . . .

justme - The BUMS that have been living under that overpass for YEARS didn't work at Bennigans or any other local company for that matter. You have common sense issues.

I sympathize with those who are homeless because of disabilities, but, many are homeless by choice. They refuse to work, function as normal members of society, and feel that everyone owes them something.I feel only disgust for this group. Get a job!

justme:we have historically low unemployment in this country, even with the sluggish economy. And again, there are plenty of public welfare programs to help people truly in need. These folks are living on our streets because of their own poor choices

For those who think they just need some help, then go down there and help them. It's either that or be quiet.

Whatever happened to WPA. We are in that area of time now when it was popular. The Government (thru WPA) put jobless people to work putting in sidewalks and such. This would separate the ones who would truly work if they had work from the freeloaders

As far joblessness goes. My dad is retired. He wanted to make a few extra $$$. Within a week he had 5 part time jobs. Two for parts delivery, 1 for cleaning pools, 1 at a convenience store and 1 with a neighbor guy. Key is...you have to WANT to work.

I used to work at a mental health facility in St. Pete and a majority of the homeless people in St. Pete are severely and persistantly mentally ill. Lets cut them a little slack.

Shouldn't the Police be doing real police work. Catching robbers and drug dealers. Every city/town in the US has a homeless problem we need to figure a way to help these people out.

Arrest 'em. There's no right to live on public property. There's plenty of public programs for people truly in need, but they almost all require them to give up alcohol and/or drugs. These people aren't willing to go on the wagon. They ARE bums.

clean up or get out, bums. instead of loitering around town, start by getting at least a minimum wage job and working your way up like the rest of us.

Gee, I wonder if I stop working if one of you all "pro" homeless people will take care of me?? See that's the difference, I know that I have to rely on myself, therefore, I am commmited to working and saving. No one else will do it for me.

Jeez Mary, yeah, let's blame companies for these people being homeless.God forbid anyone take responsibility for their own actions and choices that they've made in life.Of course there are exceptions, but they are just that, exceptions.

Did you know that jobs are being sent oversees because of the GOVERNMENT raising the minumum wage. Biz owners can't afford the raise, so this only hurts people who would have had jobs here. Blame the "great minds" at the govt. level.

Who is the city trying to kid? That place has always been filled with homeless and their belongings. Instead of trying to force them to just move to another spot, figure out something to help those that truly need and want help. They aren't all bums

I'm continually disgusted by Mayor Baker, the Council, and SPPD to enforce this ordinance. Williams Park is still a disgrace - even after this ordinance passed.

leave the people alone. they are not bothering anyone. if u can't take one or two home with u, then why bother. we are living one pay check from getting put out. open up some jobs and lift that felony thing. people need to work. bottom line

They should be put to work by the city cutting grass, digging ditches, etc. so that they can earn enough to buy food & shelter. If you don't work, you don't eat.

Sorry, the City's money is all gone to woo big business and the rest is burning a hole in their pocket to spend on an unnecessary new baseball stadium. So much for be seen and not heard. Now the homeless can't even been seen! These people need help!

When I see homeless beggars by Tyrone Mall falling down in the middle of the street, vomiting in the bushes, leaving trash in their wake, it's time for the city to do something. Sad to say, but it must be done throughout the city.

Jul 30, 2008 12:34 PM
Why is there not more places to help the homeless. Some of them have mental issues as well. Mis-treating them will not help them. I see lots of people on the street mediums, hungry, will work for food.

"Hell is going to break loose" What are they gonna do, get jobs and really show us??? Panhandling in St Pete is WAY OUT OF CONTROL. I see a dozen panhandlers on my way home-smoking, drinking bottled water, fresh haircuts... they make $200 a day.

Perhaps, the banks, mortgage and insurance companies and all the companies sending these people's jobs overseas should be forced to build decent housing for these folks, after all, they're the one's responsible for them being homeless in the 1st plac

I can't leave my lawn uncut or my couch in my front yard due to city ordinances, so what makes them think they're special just because they're homeless? Follow the rules & you won't have problems. Most of them choose to live like that anyway, bums.

For years, our elected officials in St Pete have demonstrated taking NO action or having a plan for the homeless. When are they REALLY going to solve this problem?
