Tampa Police and Tail Gators

Tampa Police: KILLING THEIR OWN (mike roberts, TPD RIP) and standing by or helping while tampa residents are murdered in their home so that they can TRAFFICK UNIMPEDED. TAMPA — Police unveiled a new high-tech tool Thursday they say will help crack down on tailgating and reduce rear-end collisions.
The laser tool is similar to the radar guns commonly used to catch speeders. The tool measures the time that elapses between cars, said police spokeswoman Andrea Davis.
State law allows police to ticket drivers who are two seconds or less behind the car in front of them.
Tampa police got a $48,000 state grant to buy 12 of the devices.
Having accurate proof of the distance between cars will help police make case in court, Davis said.
Sixteen officers were trained to use the new laser. The technology has been around for a couple of years. The Hillsborough County Sheriff's Office already has two of the devices in use.
Police demonstrated the devices Thursday morning in Palmetto Beach, where they stopped vehicles on 20th Street.

Tampa axes free jeans for city employees
$TAMPA - As they search for new ways to cut costs, Tampa officials are taking aim at an unlikely target: blue jeans.
For years, some city employees have been entitled to at least five sets of new uniforms every year under union-negotiated contracts with the city. For many employees in the public works and parks and recreation department, the uniform set includes five pairs of blue jeans annually.
City officials say some workers have been abusing those privileges by getting new uniforms even when they didn't need them, filling their wardrobes on the taxpayers' dime.
In a city facing record budget shortfalls, it's an expense officials say they can't afford.
A task force commissioned by Mayor Pam Iorio has recommended that the annual uniform allowances for general employees – roughly half the city's workforce – be substantially scaled back. The move could save the city up to $216,000 a year, according to city estimates.
"We've had some workers just filling up their closets with freebies," said Richard Carter, operations and maintenance manger for the city's stormwater department and chairman of the uniform task force. "In this economic atmosphere, we can't allow that to happen."
Topping the list for proposed elimination are annual purchases of blue jeans, which cost the city about $33,000 last fiscal year, according to figures provided by the city.
Under other proposed changes, subject to approval by Iorio and union negotiations, only workers whose jobs require that they wear uniforms will be given a clothing allowance.
Those employees would be given one pair of shoes and five uniforms for work. They would only be given replacements when those are worn out and would have to turn in the used clothes.
Supervisors, clerical workers and support staff would no longer be given a uniform allowance, Carter said, a move that would save the city another $10,000 a year.
Police and firefighters are covered by separate union contracts that would not be affected.
Union officials said the proposed changes are subject to negotiations on a contract for fiscal year 2011. That process is expected to get under way in the next few months.
"Nothing is carved in stone," said Martha Stevens, president of the Amalgamated Transit Union Local 1464, which represents nearly 2,000 blue-collar and clerical workers.
Carter said the city can eliminate jean purchases without union approval because it's the one item of clothing not specifically mentioned in the uniform provision of the contract.
He said efforts to curtail uniform expenditures is not about punishing city workers.
"Every time we save the city $40,000," he said, "that's someone's job we're saving."

Our tax money hard at work. Is it any wonder we get next to zero return on our tax money when anywhere and everywhere you look out tax money goes to things like union worker's blue jeans? Does anyone at all believe that our government's responsibilities include dressing workers? We desperately need to shrink government at all levels if we are to survive as a nation. Look at what is happening to Portugal, Spain, and especially Greece. You want to know where large entitlement programs, universal health care, generation pensions for minimal work, and 40% to 50% GDP being spent on social programs leads, they are your answer.

This is what happens when unions get their foot in governments door. They don’t mind spending “other people’s money”. Nobody should get jeans for work. It's not a specialty item, like bulletproof vests, reflective vests or safety glasses. I have to buy my own clothes to be in compliance with my workplace dress code. It's part of the cost to work, like commuting, lunch, coffee, soda's, etc. I don’t see where it is the employer's responsibility to clothe me in addition to my paycheck. I'm provided with office supplies to accomplish my tasks. They are cheap, which is good business sense, but I don’t like using them. So I choose to buy higher end items out of my pocket. I don't drink the city water offered by my employer. Instead of demanding bottled water on my bosses dime, I bring my own filtered water from home in stainless steel water bottles. My desk has trinkets I've brought from home, just like everyone who works at a desk/cube. In short, I buy those things I consider perks and personal items Unions associated with governments think the taxpayers should pay for everything. Many industries have clothing allowances due to job circumstances such as safety and work environment. How long would your clothes last laying asphalt? True - worn clothes should be used to claim replacements.As far as 5 workers in the picture, have you ever done that? Do you know what you're taling about? How big was the project? can somebody explain to me please, why are employees working for police department allow to take a cars home? I am not talking about police officers taking home cruisers. These are some other (capt.) employees who drive cars home on daily basis. I have one in my neighborhood. Every view months he drives a different car.

I tend to agree that folks that work with tar, asphalt, concrete, nasty chemicals etc. should get a clothing allowance, but, I also don't have a problem with them needing to turn in the destroyed stuff before it's replaced. Any benefit can be abused, if we look closely we'll find abuses of the coffee pot, the bottled water, and plenty of other things too like the office supplies etc. I for one don't have that much problem with an officer taking his/her vehicle home as long as it's not a huge distance (i.e. they need to live within 15 miles or some such). A law enforcement vehicle parked in somebody's driveway is going to make the local petty criminals think twice before breaking in that house or anyone close because they know there's a weapon and someone that knows how to use it. A law enforcement vehicle in a driveway can be a real crime deterrent for a neighborhood.

If the city really wanted to save money, they should end take home vehicles for TPD. It's really frustrating to be passed by a TPD vehicle in ANOTHER county doing a good 15-20 mph over the posted limit. How much fuel does that waste?

I don't have a problem with the city providing jeans to the workers so long as they don't get additional jeans until they turn in the worn out pairs issued earlier.At the rate the city workers work they will all still be on their first pair.

The Fair Labor Standards Act (FLSA) proclaims that if the cost of a "UNIFORM" draws the employee below minimum wage in one week, then the employer has to provide the uniform, if it is a condition of employment. (there are exceptions for the food service industry and few others). I doubt very seriously that ANY City or County employee makes minimum wage. Why in the world would anyone, particularly a public institution, negotiate a union contract with other than what the FLSA depicts. It is poor management to do so and a WASTE OF TAX PAYER'S MONEY.

And because when the uniform company cleans them they come back stiff as a board, we also wash them, so we pay for water, electric and laundry detergent as well as the cost of the uniform!!!I don't even agree with handing in the old pair, you can pick up a pair of tattered worn jeans at any thrift store or garage sale for .50 then turn them in and get a brand new pair. It would be different if they were city issued jeans that didn't have a name brand on them!!

This is just stupid. Are we going to start counting how many pens and binders that the office workers use, and force them to turn in the full ones to get issued more? These workers have become used to living within the compensation provided, which includes the free jeans. By cutting this perk, it is effectively a tax or reduction in pay, hurting the workers who need it the most.

To the dinks who are saying that a cop car parked in the driveway reduces crime... where's the study proving that? In my neighborhood (not a high crime area) the burglars attempted to break into an occupied home that was located RIGHT NEXT DOOR to the parked cop car (at 6 pm also). It simply makes you "feel" safer, but in fact it really doesn't. I'll take the cost savings thank you very much. That is, unless you require my employer to give me a car to use - then I'll shut up.

These are taxpayer funded,government-controlled law enforcement and propoerty-protection agencies. I say we fight our own crime and put out our own fires. Real Americans can do it-I'm sure John Wayne did. Then lets get rid of all funding for public education. If people can't afford to pay for their childrens education, let'em get two(or three) jobs. Richard Carter, that $40,000,000.00 new Curtis Hixon Park, at $40,000.00 per job would be worth about 1,000 jobs, all without blue jeans. If I read the story right, Supervisors, clerical workers and support staff will no longer get a uniform allowance, saving another $10,000.00 a year, why were they getting one to begin with? If the job requires blue jeans or any uniform at all the city needs to pick up the cost with the employees knowledge that the cost is part of their overall compensation package. I hope this does not have the unintended consquence of makeing the workers end up getting Dickes instead. Ever notice how when the City gets in money trouble it starts to talk about having to cut services, cops, firemen, rangers or such? But when it is pointed out that it has spent $40,000,000.00 on a park in DOWNTOWN Tampa the reply is always, "The money was allocatted that way and can't be spent any other way". How about the City spend our tax money on things that make the city run well? When was the last time you were on Dale Mabry at a light and the guy next to you yelled out, "I just can't wait to take my pretty wife and three small girls downtown on Friday night so we can enjoy Curtis Hixon Park". I haven't forgotten about the $14,000,000.00 museum either. If the politicos spent the tax payers money like a real small business man would do you think these kind of expendatures would happen? NO. If these steps are correct, and they do sound like they are a step in the right direction, why were they not always in effect? So much waste, so little tax money.

zgolf, it's pretty obvious where you work. When is the last time a police captain arrested ANYBODY. As for visibility, just think of all the times these VISIBLE police cars are burglarized, resulting in the theft of computers, firearms etc. One more point: Why should Tampa taxpayers pay for increased visibility of leo vehicles 60 miles away, in ANOTHER COUNTY. Of course, my employer supplies my auto for both personal and business use. It's called being self-employed. Much different than being a union leach.

to TBPatriot - it takes 5 guys to do a small paving job to get it done while the material is still above temp required to do so. cavedog - the union in the city is like the tail trying to wag the dog. it is basically a paper tiger taking money from the members. i am one of the uniformed workers who gets 5 jeans a year and only 5 pairs. i never get to the end of the year with all 5 pair still intact. i then buy my own with my own money that is NOT the inflated bucks many are trying to make the public believe the working class heroes receive. the mayor still has 7 personnel in her office. there are divisions in the city doing major work with less than that!!! her assistant has an assistant!! many of the non-uniformed admin staff downtown receive a clothing allowance with the biggest risk being a coffee stain. explain that cost please. the majority of the general public has absolutely no idea of how the city actually functions. i would love to see the mayor go undercover and spend a day with me on my job!! she would suffer major reality realignment!!!!!

Pam Iorio Tampa Cops Arresting the Homeless



I've never met nor seen this woman before, to my knowledge.

BUT I begin to BE POSITIVE about the sheriff's updates to the website for arrests... all the people whom this fucking city selectively arrested and prosecuted so that THIS CREW could take over were falling off the list and what's the good of arresting someone if NO ONE knows about it????
Because that's all it IS.

I know murdering criminals who will probably never spend five seconds in the back of a cop car unless they're getting (or giving) head ...

And .. yknow what? I hate to break it to you perfect people but the rest of the world HAS caught on. Even sweet lil ol US.

Tampa CDC

There's a defrocked judge (tried to run over her husband in a drive through lane yea yea she did and then ran for judge AGAIN for all I know IS one LMAO ) anyway, she runs the CDC in my neighborhood. Near as I can figure their job is to take folks OUT OF HOMES, the city buy them and then put OTHER people IN the homes. You know, those who are more palatable to the city. you know.
So, given various reading of CDC's I've long known they were part of the problem and kept meaning to take it down and blog it. Hepner. That's her name (sorry in a hurry) maybe hapner.

So, they're doing what they can to ruin neighborhoods and they are given a great deal of power to evict, (WTF??) selectively code enforce, eminent domain, etc..... so it comes as NO surprise to me as I've watched these gangsters place total CRIMINALS and drug houses all through my once quiet and pristine (normal shit like every hood) neighborhood to run down the value. And to attempt an eminent domain. Let's NOT forget the gambling, see? So, there's all that.

RIGHT UNDER THE WATCHFUL EYES OF THE TAMPA FIRE DEPT. YESIRREE BOB.

Now we see Kathy Castor and Pam Iorio helping them GET THEIR MONEY. Wow, second hit for Kathy today. Oh and for Pam, TOO.

Why IS IT that these folks would help CDC's take homes from FAMILIES and sell them to the city and then redevelope them as RENTALS OR GAMBLING PROPERTY.

FO THE MONEY. FO THE MONEY.

Meantime, the CDC director's over my way have been found to be pocketing HUNDREDS OF THOUSANDS OF DOLLARS of the taxpayer's money and getting a lil smack on the wrist. No problem.

TAMPA — With his 16 arrests, prosecutors called Keena Watts a habitual offender. He quit school in the 10th grade and sold drugs, sometimes near schools and churches.
Repeated arrests might keep others from finding a job. Not Watts.
Until his 16th arrest, he worked for the Corporation to Develop Communities, an east Tampa program funded with public money and run by his mother.
In late June, Watts, 23, was sentenced to nearly a year in a Hillsborough jail and two years of probation after two arrests in which police caught him with marijuana, then cocaine.
Between arrests, he worked at the Audrey L. Spotford Youth and Family Center, the CDC's headquarters, as an intake specialist, often dealing with clients who had drug histories.
His mother, Toni Watts, has been chief executive officer since 2006.
She declined to discuss her son with the Times.
The CDC's board chairman, Albert Lee, who is a vice president for Fifth Third Bank, said he "expressed disappointment" to Toni Watts over the matter. He said he advised her not to comment because he was afraid she would get emotional.
"I think what she was trying to do for her son is what almost any other mother would be trying to do for their child: If I can put him in a situation where I can have some supervision over him during the day, or I can have some influence on him to try and change him rather than leave him to his own devices, then I think that's what anybody would do," he said.
Lee said he told Watts she should be more "judicious" about hiring relatives of staff. But he said he didn't think Keena Watts' employment hurt the organization.
"It would have been more disconcerting if I had found out that he had done some of that stuff while he was on CDC property," Lee said.
Keena Watts was actively selling drugs while employed by the CDC, jail and court records show, but there are no allegations that he did so on CDC property.
It's unclear whether Lee learned of Keena Watts' arrests from the Times or from Toni Watts. He did not return phone messages seeking clarification.

The CDC collects grant money to provide jobs and housing in east Tampa. The organization earned a reputation sweeping away drug corners with anti-drug marches in the early 1990s.
Eighty-five percent of its budget in 2006, about $1.7-million, came from federal funding. More recent federal figures were unavailable. This year, the organization drew $47,250 from Hillsborough County and $187,124 from the city of Tampa.
Today the Tampa City Council is scheduled to approve a $70,000 grant and $625,000 loan to the CDC for affordable housing and other projects.
U.S. Rep. Kathy Castor, D-Tampa, has helped the CDC obtain federal grants. The Times requested an interview with Castor about Keena Watts' arrests, but she did not respond.
Mayor Pam Iorio did not return a call asking about CDC hiring practices.
Gary Snyder, a board member of the National Committee for Responsible Philanthropy, saw cause for concern when a reporter described the CDC's employment of Watts' troubled son.
"This is a small agency in the community that is probably doing good but has bad judgment. And no governance or poor governance, this issue lies with the board," said Snyder, who writes and manages the newsletter Nonprofit Imperative. "If that executive director did not tell the board, then the board has to take some disciplinary action."
Lee would not say whether Toni Watts faced disciplinary action. He called it an internal matter.
Keena Watts' job as an intake specialist was an entry level position at the CDC with front desk duties. He was paid about $8 an hour, Lee said. His mother was not his direct supervisor, Lee said.
Lee said the organization has no problem hiring entry-level workers who have criminal backgrounds.
"It's kind of difficult for us to suggest to other people that someone needs to hire these folks if we're not willing to do some of those things ourselves," Lee said. "The nature of the community development corporation nonprofit is that they will do the things that other entities aren't willing to do."
Seven out of 10 of the CDC's clients are ex-offenders.
Lee said having ex-offenders on staff helps the organization connect with others in the same straits.
"It would be akin to a homeless shelter having all people who work there who have never experienced homelessness," Lee said.

Keena Watts initially agreed to a jail interview for this story but declined at the last moment.
His criminal career and his CDC career first crossed paths on Oct. 4, 2006, when Tampa police arrested him on four cocaine charges, including possession with intent to deliver near a church and school.
On jail records, he listed his employer as Nehemiah Coin Laundry, which the CDC owned from 1999 to 2007. It was the nonprofit's first east Tampa neighborhood revitalization project, transforming an abandoned laundry into a full-service business with 25 washing machines, 24 dryers, a children's playroom, a community meeting room and at least five jobs for the neighborhood, according to the organization's Web site.
After the October 2006 arrest, Watts pleaded guilty to three charges: purchase, possession and delivery of cocaine, court records show. He received credit for time served.
Jail records state that he was unemployed at the time of his next arrest, on June 25, 2007.
But he reported that he was employed as a CDC intake specialist on Feb. 11, when Tampa police pulled over a Chevrolet Cavalier on traffic offenses.
As police approached the car, they saw Watts, the driver, spray air freshener in the back seat, a report says. A search found 11 small bags of marijuana, including 10 hidden in a trunk speaker box.
Watts admitted owning the drugs, and he told police that he tossed a marijuana cigar from the car before the traffic stop, according to an arrest report.
When his mother arrived on the scene, police told Toni Watts that her son had just taken responsibility for the drugs, absolving a passenger who rode with him.
Toni Watts turned to Keena and asked, according to police reports, "Why would you do that?"
Keena replied, "It's all mine. Why would I get him in trouble?"
Toni Watts then allowed her son to continue to work at the CDC, jail records show.
He listed his employer as the CDC the next time he was arrested, which was less than two months later.
In that arrest, police say they saw Keena Watts sell $40 worth of crack cocaine in the parking lot of a Sunoco gas station.
Lee said his mother fired him afterward, saying she had "had it" with his troubles.

I think we need to all write to our elected officials on this story. THis kid has been arrested 16 times and is walking the streets. We are spending trillions in Iraq to make America safer. It's time to make America safer by getting tougher on crime.

Anyone claiming she was "rewarding" him is totally clueless to the plight of parents of these kinds of kids. She was trying to show him something better, alternatives to his chosen path. Ms. Watts, you've done all you can...let go and let God!

where is the story here? other any other circumstances involving public agencies and monies, this might be inappropriate, however, this entity exists for just such purposes. it does not appear on the surface that any wrong has been committed

I think his mother had good intentions of trying to help him straighten out by giving him this opportunity. She did nothing wrong, he failed not her.

The kid didnt embezzle funds, so I dont see the issue with public funding. Sounds like mom did her best and, to the credit of the organization, did what needed to be done when she found her son was not respectful to his opportunity. Clean it up Keena

having a prior criminal background and being rehabilitated would be OK, but to hire an active criminal who apparently is not trying to better themself is WRONG! She should be fired or at least demoted. She has proven she makes bad decisions.

why do govt funds (taxpayer $) keep getting used like this? The US constitution does not provide federal money to create jobs. It needs to stop. Let private business and philanthropy pay for worthy programs and cut all other programs like this one.

I know the CDC and they do important work around here. I don't blame Mom, I would probably have done the same for my child. The Board does need to be conscious of building and protecting the CDCs image and needs to monitor activities better.

I was born a citizen of the world and have remained such but along with that: I'm a long time Tampa resident. Mixed bag at that as I've seen life here from nearly all angles and while somewhere in there I became slightly indoctrinated, I'm not too proud of the way people have taken over this city and run it with an iron fist for all but some. This city is working hard on creating just two classes. Thems and them dont's and they are working hard to shove some families down into the gutter for reasons known only to them. Some might be as petty as jealousy, some might be politically motivated, some might just be stupid and all are wrong. I want to believe we can get better but that would entail some stuff that I have no control over. I only can control myself and my reactions to what occurs.
