FDLE To Audit Tampa Crime Statistics

TAMPA - The Florida Department of Law Enforcement, acting on a request from the state legislature, will be conducting an audit of the Tampa Police Department’s crime statistics.

The audit was requested last month by State Senator Ronda Storms,(told ya they/she would try to make this go away fast and now they can say they audited and threw wide their doors and we can just SHUT UP!!!) through the Office of Program Policy Analysis and Government Accountability. Okay does that sound as stupid to me as it does to everyone else? LOL !!!“

This is not routine,” says Marti Harkness, staff director for criminal justice for OPPAGA – a special oversight unit of the state legislature. “This is the first time in my memory we have conducted an audit of a local law enforcement agency.” So, if there are screwups that is, of course understandable....

Harkness was quick to point out that he does not know if any problems exist, just that his office, which reviews government agencies “to improve services and cut costs” has been asked to audit the crime stats.

Storms was not immediately available for comment. (no doubt busily figuring out how to end more sex between more young adults in jail terms)

In a letter to OPPAGA, Senate President Ken Pruitt wrote that in response to ongoing citizen and legislative interest in state crime reporting, he called for an audit. FDLE, he wrote, should review “the accuracy and completeness of Uniform Crime Report statistics submitted to the state.” Pruitt wrote that he wants a summary of the audit by May 31.

The audit will review “a statistically significant number of files to ensure that the data has been accurately reported,” says Harkness. (four out of five officers will tell you that no crime was committed here while the gun is still smoking, eh?)

Tampa Police stand by the crime statistics.

“While it is unusual to have an audit without evidence of wrongdoing,” says Tampa Police spokeswoman Laura McElroy, “we are glad to open our doors for review.”

McElroy says Tampa Police do not know what sparked this review.

Wow, has Pam Iorio been mayor again for THAT LONG or does it just FEEL like it? Nope, just a LONG MONTH. Maybe Ms. McElroy doesn't vote or read ....... Nope. She does. And here's proof. So much goes on .. it's understandable she'd forget one of her own calling for an audit. And talking about it with numerous reporters.


“We believe other cities around the state will benefit from learning the details of our crime reduction program. With 22,000 crime reports written last year, there will be some small margin of error. But not enough to affect our crime rate.” Again, I am AMAZED that the entire world suffers from higher crime but NOT Tampa. Folks, are you as amazed as I am????

The FDLE, says Harkness, will review a number of cases – still to be determined – from the time a call first came in and follow it through the law enforcement process. (it would be reallllly interesting to see this happen and to get anther perspective perhaps from the public they purport to serve)

Because the FDLE will be reviewing statistics that are voluntarily reported to the federal Uniformed Crime Report program, Tampa police face no penalties, says Harkness. (of course NOT !! They NEVER EVER DO !!!) But OPPAGA could make recommendations to the legislature on how to change Tampa Police operations, depending on the findings.

The audit will not begin until at least after this session of the legislature wraps up next month, Harkness says. OPPAGA and FDLE officials are meeting to determine how many files they will audit and other specifics. And how to hide everything they find?? Or how to change the report fast enough if anything bad slips through?? LOL!!!

The FDLE was not immediately available for comment.

They had to call Guy and make sure they were doing everything according to order.

Whole bunch of people in Tampa and in Florida should be ashamed of themselves but they weren't raised well enough to know shame. Just greed.

06/01/99 Tuesday – Approximate start date for newly hired Assistant City Attorney and Special Prosecutor Buddy Gissendanner.

06/02/99 Wednesday – 1300 hours – Luncheon meeting at Spaghetti Warehouse in Ybor City with Detective DeBlock, Detective Bartlett and Gissendanner. This was their first meeting.

06/15/99 Tuesday – Approximate date that Gissendanner relayed conflict involving the John Brotherton case to DeBlock and Bartlett. Gissendanner stated that Brotherton was his personal friend and a client of his wife’s. He also said that he had no prior knowledge of Brotherton being in the lingerie shop business. Gissendanner pledged to have the case assigned to another assistant state attorney due to the conflict. Of note is the fact that Brotherton owned two (2) lingerie shops in Tampa (The Getaway and Gentle Touch) which closed due to police enforcement action. Brotherton also owns a lingerie shop in Manatee County and helped operate Body Works lingerie shop (now closed due to enforcement efforts) in Tampa which was owned by Candy Stromberger.

06/30/99 Wednesday – Brotherton’s case is disposed of in court.

07/01/99 Thursday – 1400 hours – Meeting at the City Attorney’s Office, 7th floor conference room, in reference to adult use investigations. In attendance were DeBlock, Bartlett, Gissendanner, Lieutenant Jane Castor, City Attorney Jim Palermo, Assistant City Attorney Gina Grimes, Assistant City Attorney Rick Fee and Assistant Licensing Manager Keith Schram. While DeBlock was talking about a planned investigation against the Simply Sexy lingerie shop which is owned by Roland Morito, Gissendanner stopped DeBlock while informing him that he knew Morito and that Morito was a client of his wife’s.

07/29/99 Thursday – 1647 and 1715 hours – DeBlock is contacted by source Donna McCoy who is Brotherton’s ex-girlfriend. McCoy provides detailed information on numerous subjects, including corruption information on Gissendanner (refer to INTELLIGENCE dated 07/29/99).

07/30/99 DeBlock verifies disposition of Brotherton’s case via the S.A.O. computer.

08/02/99 Monday – 1530 hours – DeBlock meets with supervisor Charles Guthrie and Special Agent Scott Peterka with the F.D.L.E. in reference to this intelligence. DeBlock agrees to provide updated intelligence on Gissendanner and to verify mode of Brotherton’s disposition by contacting S.A.O. attorney responsible via recorded telephone call(s).

08/10/99 Tuesday – DeBlock obtains updated intelligence from McCoy (refer to INTELLIGENCE UPDATE date 08/10/99).

08/26/99 Thursday – 1300 hours – Meeting at F.D.L.E. between McCoy and F.D.L.E.. Meeting actually took place at 1400 hours. DeBlock and Bartlett were also present.

Thursday – 1500 hours - Meeting at the City Attorney’s Office, 7th floor conference room, in reference to upcoming Operation GSE. In attendance were DeBlock, Bartlett, Gissendanner, Castor, Palermo, Grimes and Rick Fee. Gissendanner demands the following from DeBlock and Bartlett:

Time, date and inclusion of upcoming Operation GSE
Time, date and location of all operations in advance
Introduction and right to interview all potential CIs
names and D.O.B.s of all CIs

08/27/99 Friday – Castor takes Grimes to lunch and informs her of pending investigation involving Gissendanner. This was done due to hostility displayed by Gissendanner towards detectives at yesterday’s meeting and the reluctance of police to give in to his demands.

08/30/99 Monday – Palermo contacts Castor via telephone in the morning and is upset because he was not notified sooner of this investigation. Since Palermo was not available the previous Friday, Grimes apparently informed him of her conversation with Castor. Palermo expresses that he does not want any embarrassment to come to the City Attorney’s Office. Castor relays that the F.D.L.E. has actually not started an investigation at this time. At Palermo’s direction, Castor agrees to drop criminal investigation against Gissendanner so Palermo can confront him in person in reference to these accusations. A meeting to confront Gissendanner was set up for Thursday, 09/02/99.

Monday – Castor advises DeBlock later in the day that she had to promise to drop the criminal investigation against Gissendanner in order to appease Palermo.

08/31/00 Tuesday – DeBlock and Bartlett are aware of pending meeting to confront Gissendanner in two (2) days. They decide to collect as much intelligence as possible to substantiate these claims prior to the meeting taking place.

Tuesday – 1400 hours – DeBlock and Bartlett meet McCoy at a Denny’s restaurant in St. Pete. She is interviewed again and responds back to Tampa with detectives in order to locate Gissendanner’s boat. McCoy identifies a boat by the name of “Take’n It Easy” matching its description at the Jean Street Marina. This marina is operated by Brotherton. DeBlock notifies McCoy that the criminal investigation against Gissendanner has been terminated, but advises her of the planned meeting to confront him on these charges. She expressed that he did not have to go to jail in order for her to be happy.

09/01/99 Wednesday – 0900 hours – DeBlock and Bartlett respond to the Jean Street Marina in an undercover boat along with two (2) plainclothes marine patrol officers. Bartlett meets with Brotherton in an undercover capacity and engages him in incriminating information about Gissendanner and Gissendanner’s wife. Bartlett, while portraying himself to be in the adult video business and in the need of an attorney to help him get things started in Tampa, arranged for Brotherton to put him in contact with Gissendanner’s wife. Brotherton relayed that Gissendanner’s wife was an environmental attorney and did work for him. He bragged about being friends with Gissendanner, a state attorney who prosecuted lingerie shops, and his wife who puts them in business. Brotherton confirmed that Gissendanner’s boat had a bad engine and that he did work in it. He also mentioned that he was going to leave for Homosassa Springs on Friday. Brotherton even talked about his arrest while in the lingerie business. He continued by saying he attended parties with the Gissendanners but no one was supposed to know. He also leaked that he meets Gissendanner’s wife for lunch 3 to 4 times a week. DeBlock confirmed that “Take’n It Easy” was Gissendanner’s boat by comparing it’s hull number with that of one shown in Gissendanner’s Autotrack printout. Photos were also taken.

09/02/99 Thursday – Bartlett contacted Brotherton via telephone in an attempt to get in touch with Gissendanner’s wife. Brotherton advised that he was actually on the telephone with her at the time and would have her call Bartlett back. When she did not call, Bartlett again called Brotherton and discovered that he was on the telephone with her again. Bartlett contacted her shortly afterwards via telephone and learned that she was going to Homosassa Springs on Friday. After learning that Bartlett was in the adult business and wanted to set up shop in Tampa, she had no problem with setting up an appointment for him to come into her office for that purpose on the following Wednesday, 09/08/99.

Thursday – 1500 hours – DeBlock contacts Castor and provides the latest information to her in reference to Gissendanner’s wife.

Thursday – 1530 hours – Gissendanner, Palermo, Grimes and Castor attend a meeting at the City Attorney’s Office. Castor is allowed to run the meeting and advises Gissendanner that there are concerns over his association with Brotherton. Gissendanner gives a brief account of his association with Brotherton, citing that he had no prior knowledge of his association with the lingerie shop business. Castor then reads from a list of accusations, involving improprieties, directed at Gissendanner. Gissendanner defends each one and maintains his innocence with regard to prior knowledge. However, Gissendanner eventually gave conflicting accounts as to when he knew Brotherton was in the lingerie shop business and was basically caught telling two (2) lies with this regard. His statements involving the disposition of Brotherton’s case generally matched those of the state attorney involved. Gissendanner saw nothing wrong with his wife’s involvement with adult businesses, but was also unaware of her appointment with Bartlett to help start one. He said his wife was going to Homosassa Springs to sell some property for Brotherton and volunteered that they were planning on taking a trip to Key West with Brotherton also. Gissendanner agreed to talk with his wife and to severe his relationship with Brotherton. When Palermo instructed Gissendanner to contact DeBlock and Bartlett and work it out, Castor protested that she still had a problem with this untruthfulness and relationship to Brotherton. Grimes seemed to share this conviction. Gissendanner was not fired or requested to resign, but Palermo left the door open for him to stay.

Thursday – 1700 hours – Castor meets with DeBlock and Bartlett, explaining to them the result of the meeting.

09/03/99 Friday – 1310 hours – McCoy and DeBlock talk via telephone about the result of the meeting. McCoy is highly upset, not because Gissendanner was not arrested, but because he was not fired or forced to resign. She threatens to contact Channel 13 and the newspaper about this cover-up.

Friday – 1700 hours – Castor contacts DeBlock via telephone stating that she has been summoned to the Chief’s office in reference to the Gissendanner case. It apparently has something to do with Palermo contacting Misdemeanor Division Chief Sandra Spoto and State Attorney Harry Lee Coe about the investigation of Gissendanner.

Friday – 1730 hours – Castor meets with DeBlock in person. Palermo apparently contacted Chief Holder and told him to expect a telephone call from Coe about the incident. The Chief was concerned because Coe and Spoto were supposedly enraged that DeBlock conducted an investigation against one of their attorneys. The accusation that DeBlock solicited the F.D.L.E. to investigate was also brought up.

09/06/99 Tuesday – 1000 hours – DeBlock and Bartlett attend deposition with CI at Gissendanner’s office. Gissendanner was present.
After the deposition, DeBlock left Bartlett and the CI outside the courthouse while he obtained something from his nearby car. While returning back across the street, a vehicle driven by Coe stopped in front of DeBlock and blocked his access across the street to the courthouse. The vehicle then slowly pulled away and parked in reserved parking while the male driver kept staring at DeBlock. DeBlock confirmed that the driver was Coe upon his exiting the vehicle, along with passenger Spoto. Coe continued to glare at DeBlock during his entire walk to the courthouse.

Tuesday – Castor was contacted by Palermo and the Chief again in reference to this investigation. Palermo expressed to Castor that either DeBlock or Gissendanner would have to go due to the probability that they could no longer work together. Both the City Attorney’s Office and the Chief’s Office are apparently being contacted by the SAO with protests. Castor maintained that Coe and Spoto are livid with the situation at both of them.

Tuesday – Castor was contacted by Palermo who relayed that Gissendanner obtained information from Brotherton that his ex-girlfriend (McCoy) was being harassed by the F.D.L.E. all weekend long. Gissendanner was concerned that the F.D.L.E. was investigating him despite representations from the City that they were not. Spoto and Coe are also upset about this possibility as well.

Tuesday – DeBlock confirms with McCoy that she has not been contacted by the F.D.L.E. and that she did not give Brotherton this information. DeBlock relays this information to Castor who, in turn, relays it up the chain.

Tuesday – DeBlock talks with Castor and she relays her desire to talk with Spoto pending Palermo’s approval.

09/08/99 Wednesday – 1430 hours – DeBlock and Bartlett hold a meeting with Castor. Castor relayed that Palermo called her the night before and this morning in reference to this investigation. Gissendanner has hired an attorney because he believes that he is being investigated by the F.D.L.E.. He has also been instructed by this attorney to continue all cases due to the possibility of DeBlock contesting that losses in court are done intentionally. Castor also states that she met with Spoto and Assistant Misdemeanor Division Chief Robin Fusson on this date. Spoto and Coe are still highly upset at DeBlock and Castor and DeBlock is lucky that Coe did not swerve his car at him yesterday. Spoto has never seen Coe this upset before. Spoto raised a lot of accusations involving past instances with DeBlock (St. Pete Times article and Melvin Jones) while Castor countered (Billy Fairbanks and Bob Buckhorn). Fusson cited cases involving CIs and TPD cops saying DeBlock is a zealot. By Castor’s interpretation, the meeting had limited success. The S.A.O. is apparently placing pressure on the City Attorney’s Office to remove DeBlock from his position. Grimes relayed to Castor today that it would be wrong to remove DeBlock from his position instead of Gissendanner and that she did not believe Palermo would do this.


DeBlock runs LEO affairs and NOT very nicely. Quite rude last I spoke to him. LOL.

Mighty strange all of this.

Well YEah I know yall get tired of my ragging on the cops and the fire freaks and the rest of the Admin but here's SOME MORE PROOF that when I sense it just ain't right well then IT JUST AIN'T RIGHT.

And, just for the record: If you never want to be in this situation than just do what you are told all of your life and if you have something that someone else wants HAND IT OVER. Lick your chains while you're at it.

First of all, rest in peace, Sandra Prince and mama. From all indications you are a very special family. Sad when such lovely people don't make children. I'd like to know your children.

At any rate, EVERY DAY lately there has been something in the paper about the Sandra Prince 'dig' to look for her body. Jesus Christ, I'm not sure why they haven't tried to pin it ON ME and use that as the dual purpose to finally start excavating my home for the Tampa Dog Track soon to be location for the casino. Geez guys. See, I TOLD YA you NEED ONE SMART PERSON. I know it can't BE ME cause I have the ethical bone. But, I would be willing to consult for a fee. Guess we'll have to get the current situation settled first, eh?

So, I happened to mention on the St Pete Times website that they were trying to knock out this sweet lady's ONE beneficiary (and pin the murder on him) because the state WANTED TO GET THEIR MITTS ON THAT MONEY similar to how they took the millions that city council awarded for the fellow that the Tampa cops beat nearly to DEATH when they found him out walking. fuck. don't take a walk.

I swear to GOD if they could find Sandra Prince's body they would put bite marks on it which would lead back to this Pippin guy and that would be that. Remember like they did with the little girl in pasco county only then SOMEONE ELSE FUCKING CONFESSED after THE WRONG guy spent time for the crime?????? The whole styrofoam cup bite mark.

Son of a bitch I really CAN be shocked. Not so much. Sandra Prince's Mama was also a little wealthy and elderly and was sent to her grave with someone singing the siren song of IF YOU LEAVE US THE MONEY then we will find Sandra's killer and it will BE EARL.

One nice thing: Mother and Daughter are reunited. Bless you both. I'm sure it's much better now.

South Tampa dig for woman's body to go through night
[An investigator with the state Department of Law Enforcement joins the Sandra Prince investigation. Chris Zuppa Times]TAMPA -- Investigators expect to work into the night and possibly tomorrow as they continue to dig for Sandra Prince's body beneath a South Tampa home, a Temple Terrace police spokesman said.
The Florida Department of Law Enforcement joined Temple Terrace police this morning at 3908 W Vasconia St., making this the second day of work after getting a search warrant Thursday to dig for Prince. A green tarp appeared to drape the back of the house as crime scene detectives worked inside.
Temple Terrace spokesman Mike Dunn said Temple Terrace asked FDLE for additional assistance.
By 4 p.m., Dunn said, detectives had not hit upon anything.
Also keeping an eye on the area are Tampa police, including a Tampa homicide detective. Dunn said TPD was assisting primarily because the Vasconia house is in the agency's jurisdiction.
Prince, left, who was 59 when she vanished, was reported missing Jan. 3, 2006. Her boyfriend, apparently the chief target of the investigation, began construction on this house about the same time. A city inspector approved a newly laid concrete foundation here on Jan. 5, 2006.
Police have called contractor Earl C. Pippin III a "person of interest" in the case, saying he dated Prince for five years while he was married. They also say he is named as the sole beneficiary of her estate, which court records indicate is valued at at least $2.8-million.
Pippin's attorney, Paul Sisco, has said police have no evidence that his client was involved in Prince's disappearance.
Prince co-founded the Agency for Community Treatment Services more than 30 years ago. Originally from North Carolina, she was twice divorced, had no children or siblings and, friends say, led a quiet life in her shaded home on Moffat Place in Temple Terrace.

From FDLE's website: "FDLE responds to the requests of law enforcement agencies for crime scene processing by recording, collecting, and preserving physical evidence for investigative and laboratory examinations." So, it seems likely TTPD now have evidence.

It's STUNNING that in Tampa you HAVE to be MURDERED to actually get a law enforcement agency to even PRETEND to do anything about enforcing the law.If you ask the parents of murdered childrenMichael Niesen, and the others I have blogged at tampasbackdoor.blogspot.com you find that law enforcement is culpable in cover-ups and etc. SO, obviously there is something IN THIS for the state. Maybe the estate is THAT LARGE and the state wants it. After all she has no dependents, her mother is aged and now they can knock out the ONE BENEFICIARY.That's how FLorida ROLLS. If this had gone the way the state wanted it this poor woman would be buried there FOREVER.Don't kid yourself.The FDLE is well aware of and protects many criminal activities as does every other law enforcement branch in FLorida including and perhaps ESPECIALLY the local FBI office.
Sorry for your loss, Sandra's mother. SHe sounds like a wonderful person.

In order for TTPD to be able to claim $500K that her mother left to them, they must first prove Pippin killed her which would make him ineligible to inherit her estate AND that she died before her mother did. It does sort of give them more of an incentive to put the blame on him...but it does look pretty bad for ole Earl. I bet he had some help.

Lucy, if he had help (and I believe he did), it's good that the Florida "Slayer" Statute bars not only a murderer but also accomplices from inheriting: "A surviving person who unlawfully and intentionally kills or participates in procuring the death of the decedent is not entitled to any benefits under the will..." Fl. Stat. 732.802. Proving which of a group was the actual murderer could turn out to be a real problem here. It reminds me of "Murder on the Orient Express."

Dave, I cannot find one mention of her business partner at ACTS. He would stand to inherit everything they owned together,if she were dead. How come she was gone that long and her work didn't report her missing? Was someone covering for her absence?

Lucy, I'm not sure that's necessarily true. If Prince owned shares or some other ownership interests in ACTS, they might pass with the will, i.e. potentially to Pippin. The annual reports for ACTS (sunbiz.org) only mention Prince once - in 1999 as a "co-director" - so I'm not clear what her financial stake in ACTS was/is.

I remember seeing television footage of the person at the drive-up ATM. Even though his face was covered, certainly forensic investigators should be able to determine the make and model based on the amount of the vehicle's door that was in the shot, wouldn't you think?

Someone questioned why her work didn't call her in missing sooner....I believe, if memory is correct, she was to have taken some time off around the holiday. She did not tell anyone why she was taking off or if she was going anywhere.

Here's one of the articles that really got me going. The guy's attorney says there is no indication that she left this Pippin fellow her estate. Here's what I'm thinking. They're not even POSITIVE she's dead. They're after the Mom's money. Interesting chain of events.
Prince search will continue through weekend
TAMPA -- They're still working.
Temple Terrace police plan to be at a South Tampa home through the weekend, searching for Sandra Prince, spokesman Michael Dunn said.
As of Friday afternoon, GeoView Inc. was back at the 3908 W Vasconia St. house, running ground penetrating radar along the floor of the two-car garage. Police said they used the GPR technology at the house Thursday, as well.
Detectives believe Prince's body may lie beneath the concrete foundation of the vacant home. They conducted a five-day dig there in October, removing almost 300 pounds of core dirt samples from beneath the house.
Forensic anthropologists found something that caught detectives' attention, because on Jan. 10, police headed back to the Vasconia house with another search warrant, saying there were going back in "to dig to find her."
Since then, it appears they've dug up flooring inside the house, removed parts of the concrete foundation and turned over dirt reaching far below the house. Contractors reported demolishing part of a staircase.
Police to date have not said what, if anything, they have found. But Dunn said they expect to work straight through Monday without taking a day off.
Prince, co-founder of the Agency for Community Treatment Services, was first reported missing Jan. 3, 2006, by neighbors. Police found blood in the trunk of her car, which was parked in the carport of her Temple Terrace home. Fifty-nine when she vanished, Prince was unmarried and had no children or siblings.
Detectives say she was romantically involved with Earl C. Pippin III, a Tampa contractor who built the Vasconia house in 2006 and poured a concrete foundation there about the time she disappeared. Police have named Pippin their "person of interest," saying he was the sole beneficiary of her estate. His attorney says Pippin has nothing to do with Prince's disappearance.

ST. PETERSBURG — Police Chief Chuck Harmon says the numbers he uses to measure the department's success are moving in the right direction.
Violent crimes are down in the city and Midtown. Auto thefts are down nearly 50 percent. And the department has more sworn officers on the streets than ever.
But some City Council members and residents say they've never been angrier about crime. They cite reports of low morale among officers, gunshots in neighborhoods and constituents upset about drug houses that pop up down the street.
The gap between police statistics and the perception of some residents was underscored at a City Council meeting Thursday in which Harmon fielded questions from council members who declared they were fed up.
"There are a number of neighborhoods where drug dealing is common enough where most citizens see it regularly," council member Karl Nurse said in an interview Friday. "Everywhere I go, public safety is the first thing people bring up."
Harmon said he felt council members raised some legitimate concerns about public perceptions. But he pointed to figures showing dramatic decreases in most categories of serious crimes.
Auto theft is down 44.6 percent this year when compared to the first four months of last year. Aggravated assault is down 19.2 percent, and violent crime in general is down 13.1 percent.
There have been 13 homicides so far this year; there were 26 total homicides last year. But crime decreased both citywide and in the Midtown area in 2007, compared with the previous year.
"The facts are that crime is going down," Harmon said. "What we're battling is not the actual crime numbers, it's the perception of crime."
Sgt. Karl Lounge, the secretary of the Pinellas County Fraternal Order of Police, said he remains concerned because officers have to rush from one call to another.
"There's a lot of officers that are tired and burning out," he said. "Morale is down."
A study released last year by Matrix Consulting Group found that an overwhelming number of officers in the department felt they were understaffed. The department has historically had one of the lowest ratios of officers to residents among major police departments in the state.
But Harmon said that ratio is not a good way to measure a need for officers because it doesn't take into account factors such as sprawl and geography.
The department now has 520 sworn officers, about 20 more than it has usually had in recent years. It has also increased the number of directed patrols, partly because more officers are available since the end of the department's community policing program.
Not everyone says crime is getting worse.
Barbara Heck, president of the Council of Neighborhood Associations, said she hasn't heard complaints about crime, even though her home was broken into in November.
"The city is in a better place than where it was a year ago," Heck said. "But no, we haven't been able to eradicate all crime, and of course, everyone would like that to happen."
Mayor Rick Baker said the statistics show the department has made progress in fighting crime in recent years, but added he was open to doing more.
"You look at all the statistics, and they show the department's making great progress, but that doesn't mean we shouldn't keep looking at it," Baker said.
Yet some residents say the statistics don't grasp the way they feel about crime in their neighborhoods.
Casimiro Rael, a former president of North Kenwood Association, maps crime in his neighborhood and e-mails the results to his neighbors. He says whenever he and his neighbors call police, officers say the crime isn't significant enough to look into.
"I think we are taking 10 steps backward. People have given up reporting and calling in," he said.
Council Chairman Jamie Bennett said he understands such concerns. A murder has the power to unnerve an entire neighborhood.
"Are the crime statistics down? Yes, those numbers are very encouraging," Bennett said. "But it is not encouraging when there is a murder down the street."
Bennett said he sometimes hears complaints from residents about police, but added: "In general, people do feel safer. Things are in good shape."

CONFIDENTIALITY NOTICE. Don't copy this !!! In other words, another veiled threat. Not to copy or distribute or etc ... I'm just wondering --- why was that notice not on her email from yesterday? Is this something new just for me for today? The timing is rather odd considering the emails arrived about ten -- thirty minutes after I posted the below. This is all the time I have for this. I do not like to be threatened.

It should be noted that there has been much revelation about the developer connects of the one and the threatened status of the other due to developers. And that people ARE STILL allowed to formulate and state personal opinions. No matter what George says.

UPDATE: 3-7-07 I am editing the title to this article NOT because I believe it to be misleading but because Ms. Brown felt it was misleading and asked nicely. Well --- AND she also threatened legal action which does not bother me in the least. When she said please it prompted me to call a few folks and ask what they had heard from her and take opinions. People could learn from Ms. Julie Brown. Good surface manners and civility take you places that all the shoving and threats in the world will never accomplish.

However, though it is splitting fine hairs and I took my title exactly from the Tampa Tribune article --- instead of it reading "Julie Brown being investigated for Kuhn donations" --I'll say "Kuhn's Julie Brown Campaign Donations being Investigated" So be it. I'm not sure how you can investigate one half a transaction. He did something wrong, perhaps. Perhaps she went along with it. I think that's all that was said. There's an investigation starting that may lead to an investigation.
Maybe more money will change hands .... who knows?

UPDATE 3-8-07 I totally DONT GET how ANY candidate can pretend not to know where their money comes from and the lack of propriety therein. Like they are all distant from their bank account. Right. That's beyond belief. And, I am entitled to my opinion.

As well (see below) even though Ms. Brown asked me to 'read the article' -- it's really NOT very clear WHO is being investigated. It IS CLEAR WHAT is being investigated ... it is being investigated that some money changed hands in the midst of a campaign and it was felt to be illegal by more than one person and also not reported on openly by the Tampa Tribune and apparently the complaint bore enough weight to start an investigation. So, money that changed hands between Ms. Brown and Mr. Kuhn and his employees is being investigated by the FDLE. Since both parties participated in this action : one the hand out, the other the hand outstretched --- it would seem that all facets of the cash exchange are being investigated. I guess this could go on all day. It's my personal and humble opinion that ENCAPSULATED in the WHAT is the WHO .... I happen to believe this is an (typical of Hillsborough County) attempt to stifle free speech and truth --- but, like I said, since she asked nicely --- and claimed she was not being investigated --- I am giving her the benefit of the doubt. Short of calling FDLE and seeing exactly WHO is being investigated ....

I DID NOT appreciate it that she apparently cc'd her email to ME to others and I did ask her several questions in a follow-up email which she did not reply to, again typical of others who make threats and then do not respond to queries for clarification.

But, maybe she is busy.

Now, if Jason Kuhn contacts me and says 'this is misleading and I want you to change the title' ..... I'm going to contact the FDLE and see just WHO or WHAT is going on. Because I'm not in the habit of retracting the truth and I won't do it and this is not a retraction. More a favor to someone who asked nicely. Three major columnists at three different major papers covered this issue ... numerous times. I did contact two of them and they have not heard from Julie Brown concerning this issue. Why? Because I am the little guy? hmmmmmm
Or is there a connection between my house and some on her campaign donor list? Subject for another day.

Why did the Tampa Tribune help to keep all this quiet while St Pete Times and Wayne Garcia were covering it? It can't be attributed to lazy journalism in this case because Mr. Poltilove was extremely responsive to my query.

One final note: I did change the title to this article yesterday afternoon, because Ms. Brown stated that SHE is not being investigated. But, then I realized that unless I re-published this in entirety that the URL would forever say what it did previously. As a courtesy, although it is time-consuming; I am 'drafting' the original and re-publishing the entire article with explanation.

You would be assuming I would be ignoring your request when nothing could be further from the truth.
Also I would inquire as to what would please you for the article heading as I have an idea in mind but would like to know your preference before I edit it?
I believe I should view the mention of legal action as a threat but since you did say please I am perfectly willing to listen and perhaps I am mistaken and you did not mean it as a threat, at all.

UPDATE: Ms. Brown, I just had a brief conversation with another party to this and believe I understand the nature of your problem with the heading. However, I would appreciate clarification from you as I would not like to set a precedent by changing some writings because someone threatens me. That's the nature of politics and journalism as accepted by all players, I guess. Sad but true.
Again, I look forward to your clarification and preference.
You should know that there are many places on the web where people revealed alot more about you than you'll find on my site or on sticks. They speak of your marriage, your connections, etc ... at any rate, this could be an endless task for you to threaten legal action where you felt you were wronged ...

TAMPA - With almost $115,000 in her campaign coffers, first-time candidate Julie Brown is helping drive the most expensive race for Tampa City Council.

A builder's Tampa City Council fundraiser on Monday afternoon is expected to have a surprise guest: District 4 candidate Julie Brown.

Originally her opponent, incumbent John Dingfelder, was invited to attend the fundraising event along with one other candidate from each city council race. But Brown was called Monday morning and invited to attend instead of Dingfelder.

"I'm just excited by the positive change and support," she said.

Brown said she had no idea why Riverview builder Charles "Bing" Kearney changed his mind and invited her instead. (Kearney is VERY CLOSE with Sheriff David Gee and I'm not sure but suspect this could have a bit of influence on events I have highlighted in my blog)

Messages left at Kearney's office were not returned Monday.

At the fundraising event, $500 donations are suggested for each candidate. (isn't this getting redundant????)

TAMPA — Paul Kerr was drinking his coffee about 3 a.m., getting ready for his early shift at Home Depot, when he heard a loud pop.
He looked outside to see flames shooting up from his neighbor's garage.
"I screamed, 'Call 911, call the fire department,' " Kerr recalled.
Kerr, 38, woke his stepson, Mathew Ausburn, 20, and ran to the front of the house at 5119 N River Blvd.
They yelled for their neighbor and banged on the front door. No one answered.
Ausburn said he and Kerr barged through the front door, where they were met with a billowing wall of smoke. They could only see about 6 inches in front of them.
They met George A. Driver in the hallway. He had been sleeping and was confused, Ausburn said. When he first woke up, he thought he was blind.
The three rushed out of the house. It would take an hour and dozens of firefighters before the blaze was under control.
The $130,000 home is owned by Driver and Jeffrey S. Long, according to property records. The structure is considered a total loss.
Investigators determined the fire was caused by a mechanical failure associated with a scooter in the garage, Tampa Fire Rescue said. Damage to the home and its contents was estimated to be about $300,000.
As soon as Driver was out of the house, he remembered that his standard poodle, Trevor, and three birds were still inside.
So in they went. The men made several trips back in the house to rescue the animals.
They had to run in twice after the poodle, which darted back in the house after the first rescue.
Ausburn said there wasn't a doubt that he had to go in and help his neighbor of eight years.
"He's like my uncle," he said. "If he's going to die in the fire, I might as well go in there with him. He's like family to me. I'm not going to lose a family member."
Once they got the animals, they watched crews battle the blaze from Ausburn's home. They could feel the heat from the flames.
"He was just screaming, 'My house, my house,' " he said.
Ausburn's mother, Tammy Kerr, said she is just happy Driver is all right.
"Houses can be rebuilt," she said.
